I moved into the neighbourhood two years ago and tried to move my Telus account to my townhouse. Telus advised that their services were not available at the address due to outdated conduit.
conduit needed to be updated and upgraded, but there was no timeline given as to when that would happen. I was forced to go with Shaw, which is outrageous in monthly costs. All I want is basic TV and a dependable Internet service. They could not assist me in anyway. Quite disappointed in the whole process

There are a number of factors that can come in to play when dealing with service availability at any given location, and the age/condition of wiring at said location is definitely a big one. It's also sometimes out of our control when it comes to dealing with a strata, etc.
