I recently had 1.5GB Fiber installed and my my IP address is indicating that I am located in Vancouver BC even though I am in the Toronto area. This is messing up the regional restrictions on so...

If you do a release/renew cycle using the modem's release/renew button, you are almost guaranteed to end up with the same IP address (in my experience). You need to release the address and wait some (usually substantial) period before renewing to get a different address.
The easiest way to do this is to turn off the modem and wait for the lease to expire. Unfortunately, in my area, they use a 4-hour lease period so you need to leave it off for at least this long to have the best chance of getting a new IP.
If your modem offers a method to release the address without automatically renewing it, then that is a better route. The T3200M modems don't offer this.
