Installation upgrade fee

Telus offered me an internet upgrade. The agent I spoke to on the phone assured me that there would be no installation fee. I got my service agreement and no where in there says that installation was waived or free. All I can see is that I will be charge 175$. Installation upgrade is not til next week. How can I get them to waive the fee?
