Your previous setup of ONT > T3200 > Optik Box is no longer possible at your new place? The T3200 has multiple LAN ports on it so if there's a dedicated ethernet run to where the Optik box is, plug that directly to the T3200. You can have the Eero and your switch plugged into another of the LAN ports on the T3200.

A regular home gigabit switch should have zero issues with being between the T3200 and the Optik set top box. I have one behind my PVR and it works fine. The DGS-1016c that you have isn't a regular home switch. It's a business one. I wonder if the QoS on it is somehow interfering. Do you have another gigabit switch to test with? If not, is there any way to hardwire the set top box directly to the T3200?
Eero won't pass multicast traffic by default and thus the set top box loses signal. I would not put that between the T3200 and the Optik box.
