Help Desperately Needed - TELUS Modem Connection Resetting Continuously

My modem is in a vicious cycle of connecting and reconnecting to the internet every minute. The internet and wifi lights would flash (internet orange at first, wifi at green) and then the internet would flash green rapidly before both lights turning off and repeating the whole process.

I've tried all troubleshooting steps I could think of;

• Turning the modem off, waiting a few minutes, and plugging it back in
• Tried reconnecting the optic fibre line

I've tried chatting with the virtual assistant, they've said there'll be a callback but its been more than 24 hours. I've tried calling the hotline right at 8am when the lines open but somehow they're so busy already that even after waiting an hour I can't reach someone. 

I'm kind of at my wits end here and I'd appreciate some help.
