Just wondering if or when Telus Fibre will be available in the St Albert Ab, neighborhood of Woodlands?

Telus does not release when construction starts in any community. Best bet is if you see a Telus truck in the area stop and ask that person.
But 100 to 1 he won't know because that person is with I&R, and has nothing to do with construction.
