Fibre optik to my unit

Hi so my townhouse complex got fibre installed to each unit but for my unit they never finished it. this was a few years back. now i want to move to TELUS and i cant seem to find the number to get access to the right department to get this completed. Basically they said they cant get the fiber optik through the conduit and they just left it hanging there i have an ouside wall box that is empty and thats about it. who can i talk to?
