Last year. I am not sure what you mean by "fully completed" but if that is when all of Sylvan is done it doesn't cut it. If it is after they complete doing each house it still doesn't cut it. Am I supposed to look after my lawn with gravel and a mess of dirt on it? Also why would they put some type of box in the middle of a lawn? It doesn't only not belong there but it nicely says "Telus" on it, not exactly good advertising.

Typically, connections are put closest to the city ROW depending on where the underground cables were installed when the neighbourhood was built.
