Cancel phone service

I called a month ago to cancel service on Oct 28th.  Why does it take 3-5 days to switch over?

      The service was to be cancelled on the 28th, the same day they did the connection with Shaw.  I was given no advice or warning about the process.  The phone could be used to phone out for a couple of days but when the number was called you received the answering message.  I left a message.  But the phone never rang in his room.  Then for a couple of days it said the number was not in service and he could not get a dial tone and no message could be left.
