I just got a new sim card and I had it set up today but there is a different number and user with this sim card

Why did you get a new SIM card, usually you just move the old one to a new device?

If you have an existing account, the SIM card is unattached to any user, and you update your account online with the SIM card number, which then attaches it to your account.
