Mobility for good

I was just recently told about this from someone in a program I am going to take, they didn't specify that I needed a number to sign up for mobility for good after aging out of the system, but the reason I was going to was to get a number because I currently don't have one and this was suggested to help me get a phone/phone number, what now?
