Is this a Scam?

A number of 403 308 9009 just called and claimed they are offering a 15 dollar plan - 1000 mins international call, unlimited local min and 100 GB data. And they are offering me a new ipad, because its the 25th anniversary of Telus. Is Telus really running such program?
