Enabling visual voicemail on Pixel 3

Hi!   I can't enable visual voicemail on Google Pixel 3. When I click to enable in the phone, it stays a few minutes with the message "Enabling visual voicemail" and after it shows an error message...

    Have you added it as an add-on to your plan?

It should be that! I didn't have this add on. But I found the price quite expensive, so I will leave this function off for now.
