New 3G install and lower upload speed

I had new 3G pure fibre installed last week. We never checked the work done outside. I did that today and this is how it looks…

I’m not a technician but to me it looks pretty sloppy with exposed patch cable.

Also I’m not getting uploads even close to 3G (getting in a range of 2.2-2.4max ) on Cat 6A and laptop (2.5 NIC) proportionally less (1.9) even at the NH20A at the basement. Main PC has 5G card (down is above 3G and ping is mostly 1). Other than that everything’s flying including 6E (1.4G on down, up obviously is less). What do you guys think? Call installer for another visit? Do they have a laptop with at least 2.5 card - that could be a quick check.
